Global Fund’s Office of the Inspector General honours commitment for follow up consultation with Kenyan civil society

On Friday 8 June 2018, the Global Fund’s Office of the Inspector General (OIG) led by Mr Mouhamadou Diagne, the Global Fund’s Inspector General, held a follow up consultative meeting with representatives of Kenyan civil society and communities affected by HIV, TB and malaria. This meeting was preceded by a similar consultation held on 12 April 2018 where the office of the OIG undertook to hold a follow up meeting with civil society.

KELIN in partnership with the Developing Country NGO Delegation to the Global Fund Board hosted the meeting. The consultation was aimed at updating civil society on the findings of the country audit that was conducted between the months of April and June 2018. The aim of the audit was to assess the adequacy and effectiveness of: procurement and supply chain management; quality of services being provided; and to understand the implementation arrangement in the context of devolution of health services.

Mr Collins Acheampong from the office of the OIG shared the initial findings which broadly indicated that impact has been seen with regard to reduction in new HIV infections and reduction in HIV related deaths. Some of issues that were noted include lack of accurate data on key populations and the process of collecting this data.

Some of the concerns raised at the meeting in reaction to the initial findings included:

  1. NACC holding onto funds for human rights programming yet the national government is one of the main perpetrators of human rights violations against key populations; and
  2. Lack of inclusion of adolescents and young people in developing prevention programmes by NACC;

The first draft of the audit report will be shared with the principal recipients by mid-July for fact checking, after which the second draft will be shared to the Kenya Country Coordinating Mechanism (KCM) for their input, where the KCM will call for a briefing with civil society organisations for review and comments.

KELIN will continue to work closely with civil society and communities to improve their capacity in engaging with the OIG country audit report. When the report is made public we will work to ensure that the relevant parties act on the recommendations that relate to civil society and communities.
