CONSULTANCY TO DEVELOP A MODEL COUNTY DIGITAL HEALTH IMPLEMENTATION ROADMAP

BACKGROUND

Transform Health Kenya Coalition, in line with Transform Health Global, is a coalition of organizations and institutions working on health and human rights, working with key and affected populations, youth, women, and on eHealth technologies, all of whom are committed to achieving Universal Health Coverage using digital technologies and data. The goal of the coalition is to ensure that Universal Health Coverage (UHC) is achieved in Kenya by 2030 through harnessing digital technology and the use of data. In order to realize this goal, the coalition is implementing interventions under three strategic objectives.

  1. Laws and policies on eHealth technologies to achieve UHC commitments are developed and adopted at both national and county levels by 2030.
  2. Increased adoption and use of eHealth technologies at the national and county government for access to equitable, affordable, and quality health care by 2030.
  3. Increased resources at the national and county level for strengthening eHealth technologies to achieve UHC commitments by 2030.

The coalition advocates for the development and adoption of eHealth laws at both national and county levels. Specifically, the coalition supported the National government in the enactment of a national eHealth legislation: The Digital Health Act 2023.

KELIN, the national coordinator of Transform Health Coalition, supported the County Government of Kisumu to develop the Kisumu County Digital Health Transformation Roadmap.

The pilot in Kisumu County demonstrated the value of a structured and participatory process that brought together county leadership, technical experts, healthcare providers, civil society organizations, and development partners to define a shared vision, identify priority investments, address implementation gaps, and strengthen governance for digital health transformation. Recognizing that counties across Kenya are at different levels of digital health maturity, the proposed initiative will draw lessons not only from Kisumu County, but also from the experiences, innovations, and challenges of other counties. These lessons will be complemented by relevant national policies, standards and priorities, as well as regional and global best practices, to develop a practical tool (Model County Roadmap) that can guide counties in assessing their digital health maturity, identifying priority actions and progressively advancing their digital health transformation journeys.

PURPOSE OF THE CONSULTANCY

This consultancy seeks to support the review of the success and learning opportunities of the digital health transformation roadmap for Kisumu County and develop a model county digital health implementation roadmap that guides the implementation of the Digital Health Act across all other 46 counties.

OBJECTIVE OF THE CONSULTANCY

The objective of this consultancy is to develop a detailed roadmap for adopting and integrating digital health technologies at county level, outlining a blueprint that counties can adopt while appreciating the interrelation and role of national agencies such as The Digital Health Agency.

Scope of Work

The consultant will undertake the following tasks:

  1. Provide technical guidance during the Inception meeting and drafting workshops.
  2. Draft the model county digital health transformation exercise and facilitate its validation among stakeholders.
  3. Finalize the roadmap incorporating comments, suggestions, feedback from the Client and relevant stakeholders.

Expected Deliverables

  1. Participate in the inception meeting and drafting workshops for the Model County digital health roadmap and guide the discussions.
  2. Submit a draft of the model county digital health roadmap. Participate in the validation process of the model county digital health roadmap.
  3. Submit the final model county digital health roadmap.

 

DURATION 

The assignment will be conducted for a period thirty(30) Consultancy days from the date of contract signing.

DESIRED EDUCATION & COMPETENCIES

The ideal consultant/firm should have:

  • A Bachelor’s degree in law, public health, health informatics, information technology, social sciences or another relevant discipline. A master’s degree in any of these disciplines will be an added advantage.
  • At least five years of relevant professional experience supporting the design, development, implementation or assessment of digital health systems, strategies, policies, or frameworks.
  • Demonstrated knowledge of international, regional and national legal, policy and normative frameworks relating to the right to health, digital health, eHealth technologies, health data governance and data protection.
  • Demonstrated understanding of Kenya’s digital health institutional, legal and governance framework, including the respective roles of the Ministry of Health, the Digital Health Agency, county governments, health facilities and other relevant national institutions.
  • Practical experience working with county governments, including familiarity with county health planning, budgeting, service delivery, infrastructure and decision-making processes.
  • Experience undertaking institutional, technological and operational readiness assessments, including assessments of infrastructure, connectivity, human resources, governance, financing, and capacity for data use.
  • Knowledge of county planning and budgeting instruments and processes, including County Integrated Development Plans, Annual Development Plans, programme-based budgets, procurement plans and resource mobilization frameworks.
  • Excellent written and spoken communication skills in English and Swahili.
  • A strong understanding of digital health ecosystems, including electronic health records, health information systems, telemedicine, digital registries, mobile health applications, health data exchange platforms and emerging digital health technologies.
  • Knowledge of digital health architecture, interoperability standards, application programming interfaces, health data standards, and the integration of county-level systems with national digital health platforms.
  • Ability to translate policy, legal, institutional and technical requirements into a practical, phased and implementable county digital health roadmap.
  • Understanding the implications of digital health interventions for rural communities, low-income populations, persons with disabilities, digitally excluded populations, and other underserved or vulnerable groups.
  • Strong facilitation and consultative skills, with the ability to establish effective working relationships with national institutions, county governments, health facilities, civil society organizations, professional bodies, communities and other relevant stakeholders.
  • Ability to analyze and present complex technical, legal, institutional and financial information clearly, accurately and in a manner accessible to both technical and non-technical stakeholders.
  • Ability to deliver high-quality outputs within agreed timelines, work effectively under pressure, and anticipate and respond to the evolving needs of the client.
  • Demonstrated impartiality, confidentiality, sound judgement and commitment to evidence-based and rights-center recommendations.

 

REPORTING

The consultant will report to the designated project lead.

Periodic check-ins will be held to review progress and address emerging issues.
