CONSULTANCY TO DESIGN, IMPLEMENT AND DOCUMENT A CLIMATE ACTION PILOT FOR THE COMBAT DR-TB PROJECT

CONSULTANCY TO DESIGN, IMPLEMENT AND DOCUMENT A CLIMATE ACTION PILOT FOR THE COMBAT DR-TB PROJECT

BACKGROUND

The Combat DR-TB Project is a multi-country, Global South-led initiative funded by Unitaid that places affected communities and civil society at the centre of the response to drug-resistant tuberculosis (DR-TB). The Project is implemented in Kenya, Nigeria, Zimbabwe, Tajikistan, Moldova and Ukraine, and seeks to shift the DR-TB response away from top-down models towards community-driven demand for, and uptake of, the latest biomedical advances, including the World Health Organization (WHO)-recommended shorter, all-oral DR-TB treatment regimens. The Project is led by KELIN.

The Kenya Legal and Ethical Issues Network on HIV and AIDS (KELIN) is implementing the Combat DR-TB Project with support from Unitaid.

As part of the implementation of Unitaid’s Climate and Health Strategy, grant implementers are encouraged to strengthen climate literacy and undertake Climate Action Pilots (CAPs) aimed at reducing greenhouse gas emissions associated with project implementation and organizational operations.

Climate change is increasingly recognised as one of the most significant threats to global health, with the potential to reverse hard-won gains in the fight against tuberculosis and other diseases. Extreme weather events, environmental degradation and shifting disease patterns place growing strain on already stretched health systems and disproportionately affect the low-income and vulnerable communities at the centre of the DR-TB response. Successive Intergovernmental Panel on Climate Change (IPCC) assessments indicate that these risks are escalating, and that the most vulnerable populations are hit hardest.

KELIN recognises that responding to this reality requires integrating climate resilience into the way the organisation works, both reducing the greenhouse gas emissions generated through its own operations and project implementation and strengthening the climate literacy of its staff. The Climate Action Pilot represents a first step in this shift, enabling KELIN to understand its environmental footprint, identify opportunities to reduce emissions and embed climate-conscious, “green” practices across its operations.

To support these objectives, KELIN seeks to engage a qualified consultant to deliver climate capacity building and to design and implement a Climate Action Pilot that contributes to organizational decarbonization and emission reduction in line with global net-zero ambitions.

OVERALL OBJECTIVE OF THE CONSULTANCY

To design and implement a Climate Action Pilot that supports measurable greenhouse gas emission reductions associated with project implementation and organizational operations and strengthen climate knowledge and institutional capacity within KELIN

Specific Objectives

  • Conduct carbon footprint assessments of specific processes, functions or offices to identify emission sources, drivers and locations;
  • Develop climate action roadmaps, which may involve modelling emission reduction pathways and setting targets to align with global science-based net-zero targets.
  • Implement climate action initiatives aimed at reducing carbon emissions;
  • Improve the tracking, monitoring and management of carbon emissions through systems or approaches such as carbon accounting, monitoring, and reporting systems;
  • Build technical capacity to advance knowledge and expertise bolstering climate action.
  • Establish organisational climate governance arrangements (an Environmental, Social and Governance / ESG approach) to sustain climate action beyond the pilot.

SCOPE OF WORK

The scope of work is organised into two complementary components. Under each component, the consultant shall undertake the tasks set out below.

Component 1. Climate Action Pilot

  • Prepare an inception and data-collection methodology, including a structured questionnaire, validated with KELIN leadership to guide the carbon footprint assessment.
  • Conduct carbon footprint assessments of specific processes, functions or offices to identify emission sources, drivers and locations of KELIN and/or Combat DR-TB operations, including through structured interviews with selected staff and management.
  • Analyse activity data over an agreed baseline period (for example, air travel, electricity and other operational overheads) to quantify emissions across Scope 1, Scope 2 and Scope 3.
  • Identify key emission hotspots and opportunities for reduction.
  • Produce a diagnostic carbon footprint report with a risk portfolio and prioritised recommendations for emission reduction.
  • Develop a Climate Action Roadmap including modelling emission reduction pathways and setting targets to align with global science-based net-zero targets.
  • Develop systems for tracking and reporting greenhouse gas emissions.
  • Establish a “business-as-usual” monitoring process and build internal capacity for ongoing emissions management, including training KELIN staff to operate the carbon footprint calculator and handing over data-gathering and reporting responsibilities.
  • Facilitate a staff validation workshop and a leadership strategy session to review findings, agree net-zero targets and an action plan, and define organisational climate governance arrangements (an Environmental, Social and Governance / ESG approach).
  • Produce final pilot documentation and dissemination materials.

Component 2. Climate Training and Capacity Building

  • Conduct a rapid assessment of climate knowledge and capacity needs.
  • Develop a tailored climate training curriculum.
  • Facilitate training workshops for KELIN staff and selected lead grantees.
  • Deliver training on:
    • Climate science and IPCC findings.
    • Climate change and health
    • Paris Agreement and global net-zero targets.
    • Greenhouse gas emissions and carbon accounting.
    • Scope 1, Scope 2 and Scope 3 emissions.
    • Carbon footprint assessments.
    • Emission reduction modelling.
    • Climate action roadmaps.
    • Organizational climate governance.
  • Conduct pre-training and post-training assessments.
  • Produce training materials and resource packages.
  • Submit a climate training report including participant feedback and recommendations.
