Promoting Opportunities For Digital Health Through Budget Advocacy

The Transform Health Kenya held a 3-day capacity building workshop and 3rd quarterly meeting in Nakuru County from 17th to 19th May 2023. The meeting objectives were to build the capacities of coalition members on digital health, budget monitoring and advocacy, to review progress in implementation of Transform Health Kenya Coalition workplan, and to discuss upcoming activities and opportunities for collaboration among coalition members in implementation of the coalition strategy as well as in advocacy at both national and county level. This meeting was also an opportunity for the coalition members to be updated on some important ongoing national processes i.e., E-Health Bill, Health Data Governance Framework and Telemedicine Standards and guidelines.

One of the key objectives for the coalition is to advocate for increased resources at national and county level for strengthening digital health technologies to achieve Universal Health Coverage commitments. The coalition intends to do this by supporting implementing partners to start the budget conversations with communities especially among youth, women and key and affected populations. In foresight, the capacity building sessions on budget advocacy is key in the realization of adequate funding to explore digital health solutions. The capacity building focused on the linkage between the Kenyan governance system and financial planning and the role of citizens in the process.  The participants now have enhanced understanding of county and national government planning and budgeting and how members can achieve strengthened collaboration and communication as they monitor implementation of digital health as led by the government and advocate for budgetary allocation for digital health technologies.

The coalition also shared updates on its involvement in the development of the legislative framework on digital health technologies and data. The membership expressed willingness to support the Ministry of Health in this process and through technical support in the general expansion of the digital health framework in Kenya.

The Coalition is keen to continue with this targeted work to realize the goal of Universal Health Coverage for all by 2030!
